Empty Incidents page displayed when clicking on "Current Impact & Recommendations" under Insights page of SCM

• Strata Cloud Manager (SCM) Essentials is used to manage Firewalls.
• Firewalls are onboarded, Telemetry is enabled and is sending data to SCM.
• When Clicking GUI: Insights > Zero Trust Posture Center > Current Impact and Recommendations > an empty incident page is displayed without any actionable data.

Strata Cloud Manager Pro license is required for this operation.

Upgrade the license to SCM Pro.

While the Zero Trust Posture Center (ZTPC) is available on both the Essentials and Pro tiers, they offer different levels of visibility:

Essentials Tier:

• Provides access to high-level scores and Palo Alto Networks' foundational best practice frameworks mapped to Zero Trust. 
• It identifies basic areas of risk but requires you to manually look at configurations to determine the fix. 

Pro Tier:

• Unlocks detailed security insights.
• It provides stack-ranked Impact and Recommendations on the right side of the dashboard, showing exact risks, active threats, and the potential increase to the Zero Trust score upon resolution.

• Policy Analyzer
• Policy Optimizer
• Config Cleanup

The feature availability, between Essentials and Pro versions are included in the documentation below. 
As seen in the doc Policy Analyzer, Policy Optimizer, and Config Cleanup are exclusive to the Pro version and are not supported in the Essentials version.
Since recommendations are based on the above which are not available, it returns empty page.
