Firewall Log is not generated and log-receiver error "pan_logrcvr_enqueue_dp_block(pan_log_receiver.c:10996): Error submitting task for rb_taskq"

No more new log on the firewall

debug log-receiver queue-stats shows the "Logs discarded (queue full)"

When netflow is enabled, the logrcvr process might get stuck, resulting in the local logging and log forwarding to stop functioning.

This issue is known as number PAN-285941 and is fixed in the PAN-OS versions
