After a factory reset, the PA-7500's DPC and NPC cards are stuck in the "initial" state.

Symptom
-
The PA-7500 rebooted to maintenance mode using the command "> debug system maintenance-mode"
- After reboot, the device was reset to factory default by using "Factoryreset"
- After the final reboot, the DPC and NPC cards became stuck in the "Initial" state and failed to come online.

Environment

Cause
-
After the maintenance mode command, both the MPC and SFC cards were in maintenance mode.
- Following a factory reset and MPC reboot, the SFC card stayed in maintenance mode. This was why the other cards failed to start.
Note: SFC card displays "Up" even in maintenance mode as seen in the command output.
Resolution
- An additional restart of the entire chassis is needed to take the SFC out of maintenance mode.
- This can be done by executing the following command
admin@Lab34-146-PA-7500> request restart system
- Once the system restarts all cards will come up fine.
