Unable to create Policy Recommendations in SaaS Security.

• The 'Save' button is grayed out in SaaS Security interface when you try to create Policy Recommendations.
  
• You are unable to create a new policy for SaaS applications.
• Deleting and recreating policies do not resolve the issue.

The issue was caused by deleted policies that consumed the backend limit. Basically, active but deleted policies must still be sent to the devices to inform them of this state change so that admins can take action on it. This behavior states on Delete SaaS Policy Rule Recommendations.

Please open a support case when you observe the issue. As Delete SaaS Policy Rule Recommendations states, the recommendation is to modify existing policies rather than deleting unused ones.
