Low available disk space in the "pancfg" partition.
Resolution
- Verify the available disk space in pancfg partiton using "show system disk-space"

- Clean up the disk pace in pancfg partition. Use the article High Disk Space in the opt/pancfg partition.
- If the above does not work to reduce the space, open a case with Support to help clean up the disk space
