Panorama template unable to select virtual router(VR) for next hop with multiple VR

• Configure multiple VR (Virtual Routers) in the Panorama Template
• Create a static route, select "Next VR", and try to add the newly configured VR as the next hop.
• Panorama does not display any of the configured VRs but only displays its own VR for the next hop.

1. The issue is resolved under defect PAN-176379
2. Upgrading to the fixed versions will resolve the issue 10.2.4, 10.1.9
3. As a work-around, configure the next hop VR using from CLI command.

set template <template-name> config network virtual-router <vr-name> routing-table ip static-route Test destination <destination-address> nexthop next-vr
