Context Switching failing with "Could not fetch the vsys admin role from the device" error after upgrading to 10.1.6

Symptom
- Panorama upgraded to PAN-OS 10.1.6
- Logged in as Custom RBAC User
- Attempting context switch gives error message "Could not fetch the vsys admin role from the device"
Environment

Cause
PAN-189206
Resolution
The issue has been addressed in the PAN-OS 10.1.7 and 10.2.1 under PAN-189206
PAN- 189206 - Fixed an issue where Device Group and Template administrator roles didn't support a context switch between the Panorama and firewall web interfaces
Resolution:
- Upgrade the Panorama to 10.1.7 or above versions OR
- Upgrade the Panorama to 10.2.1 or above versions OR
- Downgrade the Panorama to 10.1.5-h2 or lower versions
Workaround:
- Login to Panorama as superadmin and do context switching when running in 10.1.6.
