Explicit Proxy onboard fails when onboarded with a PAC file

Symptom
- Error message "Pac file upload, error: Please commit and push plugin config before uploading PAC file" is seen when trying to onboard Explicit Proxy with a PAC file.
Environment
- Panorama managed Prisma Access
- Explicit Proxy
Resolution
- Login to your Panorama.
- Go to Panorama > Cloud Services > Configuration > Mobile Users - Explicit Proxy
- Press Configure button on the Explicit Proxy Connection Setup box
- Enter the Explicit Proxy FQDN and other required fields but leave the PAC (Proxy Auto-Configuration) File field in Proxy Auto Configuration section empty and press OK
- Run Commit & Push and wait for it to complete
- Open the created Explicit Proxy you created and upload the PAC file.
