Objective
This error indicates that you selected the wrong option in the Cloud Formation Templates UI within AWS. Cloud Formation Templates: are Created using new resources instead of importing existing ones. Existing resources require DeletionPolicy attribute in the CloudFormation template.
GUI Path AWS: CloudFormation > Stacks > Import Resources > Step 2. Specify Template

I would suggest to use an updated CloudFormation Template with new resources.
To create a stack set:
GUI Path AWS: CloudFormation > Stacks > Select existing Stack > Stack Actions > with new resources (standard)
