Why does the SaaS Security license page shows the quantity as 1?

Why does the SaaS Security license page shows the quantity as 1? The CSP portal displays the quantity correctly (in this case 2)

1. The quantity shown on the dashboard is always be the default of 1.  The reason is that the quantity doesn't get passed down during the provisioning from IT database. 
2. The value in CSP portal is correctly displayed (in this case 2).
3. The license key provided by IT license database for DLP gets decrypted by the SaaS Security license manager and stored for display in the application web portal/ Users are required field for database inserts.
4. The DLP license key doesn't include the same information so we provide 1 to satisfy database requirements.
