Manually uploaded Device Deployment images on the Panorama are not syncing between Active-Passive Panorama peers.

Symptom
- Manually uploaded PAN-OS and Dynamic Updates are present only one node of Panorama HA peers.
- They do not get synced between the HA peers
- Unable to manually upload the images to the Passive Panorama as no changes are allowed.
Environment
- Panorama High-Availability Active-Passive
- Device Deployment PAN-OS and Dynamic Updates are manually uploaded to the Active Panorama.
- Panorama does not have direct Internet access to download the Device Deployment PAN-OS and Dynamic Updates from the update server.
Cause
- Manually uploaded device deployment images are not synced between Active and Passive Panorama nodes on some PAN-OS versions.
Resolution
- Latest releases on PAN-OS 9.0 are able to sync Manually uploaded device deployment images between Active and Passive Panorama nodes.
- PAN-OS 9.1 does not sync the manually uploaded images.
- PAN-OS 10.0 and later releases are able to sync the manually uploaded images.
