Unable to retrieve licenses on firewall, missing option in GUI and no syntax available

Symptom
- The License Management window is not there at all
- when trying to use the command "request license fetch" the fetch command is not there and trying to use the command returns an Invalid Syntax
Environment
- Any PA-VM
- Any PAN-OS
- Pay-as-you-go (PAYG)
Resolution
- Adding site licenses, including CDL, AutoFocus, and Logging Service, to a VM-Series firewall is not possible on pay-as-you-go instances and requires manual steps for BYOL instances.
- In the case of marketplace pay-as-you-go (PAYG) instances, site licenses cannot be added at all even manually.
