Software Issue.

Workaround:

1. Do another "commit" or "commit force" following the failed commit.
2. Restart devsrv by using the command "> debug software restart process device-server"

Resolution:

1. Upgrade the device to fixed PAN-OS versions: 11.2.8, 11.1.11, 11.1.14 when released.
