Why the Security Policy is not Applied When using the Custom URL Category Type "Category Match"?

The "Category-Match" combines multiple categories into a custom category to target enforcement for websites or pages matching all specified categories. It operates on an 'AND' logic, meaning a website or page must match every category to be included.
For "OR" relationship URL categories, simply configure the categories directly in the policies under "Service/URL Category".
