The original support account view of the hub (Hub1) and the tenant view of the hub (Hub2) are two completely independent platforms.
A given app can either be accessed from the support account view (Hub1) or the tenant view (Hub2), but never from both.

If your CIE instance has dependency on other instances like Prisma Access, probably it was migrated to the tenant view (Hub2) and a TSG was created for the instances which belong together. 

When you log in to CSP > Hub, check if your landing page is Hub1 or Hub2.

If you cannot locate CIE instance, toggle the switch to check the support account view, and tenant view. 
If you still cannot locate CIE instance, check with the account admin on Hub if you have the correct roles to access the instance. 

Note: The original support account view of the hub and the tenant view of the hub have different role assignment procedures.
The support account view of the hub uses our RBAC based role access model , while the tenant view of the hub uses Common Services: Identity & Access Management (IAM) for access and role management.
If you have the correct role, but still cannot locate / access your CIE instance, contact Support
