Panorama in "non-functional" state due to root partition being full

Symptom
- Panorama transitioned to "Non-functional" state
- High Disk space utilization in the root Partition seen (in this case around 99%)
- The root partition does not clear space despite the efforts to delete old logs and core files.

Cause
This is due to a software issue.
Resolution
- The issue is resolved under PAN-210366 in PAN-OS 10.2.4-h3
- Upgrade to the preferred release of 10.2.x will resolve the issue.
