Unable to setup VM series instances using airgapped Master Key licenses

Symptom
- One cannot use Panorama to manage license keys of VM firewalls yet
- when trying to change the cores, following error occurs:
Server error : error: VM-FLEX license cores:(x) doesn't match with the VM:(x)
Environment
- VM firewalls on GCP for particular use case but is valid for any VM firewall licensed using flex licensing option
- Any PAN-OS version after 10.0.4 which supports flex-licensing
Cause
This error is faced when the CPU count is wrongly set on the deployment profile for VM firewalls licensed with flex licensing option
Resolution
- When using airgapped Master Key licenses for any VM series firewall deployed in public cloud using flex licensing option one cannot use Panorama to manage firewall license keys yet
- As a workaround for the error go to the support portal > Assets > Software NGFW Credits.
- Delete the current deployment profile and add a new deployment profile with exact core count as listed on the error

Resolution and error is similar to article : 000015400 but the ask here is to license VM firewalls using airgapped Master key licenses on any VM firewalls licensed by using flex - licensing option
