From Panorama plugin_cloudconnector.log:

INFO: [/installed/cloudconnector/scripts/commit-validate.py] Plugin has not been enabled. All cloud functionalities will be disabled during commit.

Panorama CloudConnector plugin is installed but not enabled.

Enable the plugin from Panorama CLI:

> request plugin cloudconnector enable basic

If you have cloud-ngfw:

> request plugin cloudconnector enable cloudngfw

Ensure that communication is allowed between Panorama and the FQDN that corresponds to the CDL region.
Commit the changes to populate panmetadata for cloud.
