Upgrading Azure PA-VM to 11.0.4-h1 ends up in maintenance mode

Symptom
- VM Firewalls on Azure boots into maintenance mode after upgrade to 11.0.4.
- Entry reason 'System start failed multiple times. Caused by service: brdagent.
- md_info.log ( tail follow yes mp-log md_info.log).
-0700 INFO: brdagent: exited, Core: False, Exit code: 1 -0700 CRITICAL: brdagent: Exitted 3 times, rebooting to the maintenance partition -0700 CRITICAL: brdagent: restarts exhausted, rebooting system -0700 INFO: chassis: early detection for slot1 (reason: brdagent exiting)
Environment
- PA-VM Firewall in Azure
- PAN-OS 11.0.4+
- Azure Accelerated Networking enabled
Cause
VM_series plugin needs to be version 4.0.7
Resolution
- Revert to previous PAN-OS version.
- Download and Install vm_series plugin version 4.0.7 before Software Upgrade.
