Error "This operation is blocked because of the following changes by other administrators" when trying to commit changes

Symptom
- When trying to commit changes the following error is displayed: 'This operation is blocked because of the following changes by other administrators'
- This error may also be displayed if the admin tries to preview the changes.
Environment
- Panorama running PAN-OS 10.1.x
- Multiple users working on the device group at the same time .
Cause
This error is observed when multiple admins are doing changes in the same device group, even if they are working on two different rules. For example:
- Admin1 creates a new security rule and 'commit' is not performed
- Admin2 creates another security rule
- Admin2 attempts to commit the rule an error is observed
Resolution
We have a couple of options:
- On Panorama GUI, click on Commit --> Commit To Panorama and select radio button Commit changes made by. Click on the admin name hyperlink in blue color and select both/all admins making change to the specific device group. Hit OK and then commit as shown below:
- Or perform "Commit All Changes" for all the admins to include all the changes.
