Cannot clone rules from Shared device group to Shared device group

Symptom

When you go to GUI: Policies > Security (pre of post) > click a rule > Clone > Select destination as shared), The following error is displayed.

Error cloning Security Rule to shared
Selected security rule(s): 1
Failed security rule(s): undefined
The request could not be handled

Panorama GUI

Environment

Any Panorama
PAN-OS 9.1.2

Cause

This is a software issue fixed under PAN-143130.

Resolution

Upgrade to post 9.1.3 or 9.1.3 which has the fix or;
Use the workaround.

Workaround:

Got to CLI and type the below commands:

> configure
# copy shared pre-rulebase security rules test to test2

Refresh Panorama Web UI, cloned rule creates successfully from CLI and shows up fine on the UI.
