PanOS installation failed with the error "Configuration is not compatible with the version."

Symptom
When downgrading the firewall to a previous major PanOS version, installation may fail with the error message "Could not downgrade to version [Version]. Configuration is not compatible with the version". Loading previous configuration versions or snapshots can not fix this error.

Resolution
To fix this issue:
-- We need first to save a new snapshot of the current configuration.
Device Tab -> Setup -> Operations -> Configuration Management -> Save named configuration snapshot
-- We then need to select this saved configuration snapshot while downgrading the device.
