PA-5450 commit fails with "ethernet1/1 'ethernet1/1' is not a valid reference" error.

Symptom
Commit error on PA-5450 firewall.

Validation Error:
network -> interface -> ethernet -> ethernet1/1 'ethernet1/1' is not a valid reference
network -> interface -> ethernet is invalid
Slot one is in Poweroff status.
Slot Component Card Status Config Status Disabled
1 PA-5400-NC-A PowerOff None
Restart slot one gives the dependency error.

Powering off Slot 1
Slot 1 is not powered on because the Logically Paired Slot 3 (unknown) is in Empty state.

Cause
- Show chassis shows NC in slot one is powered off and Slot 3 DPC is missing/ or installed in another slot.
- Slot 1 NC will automatically be powered off after a while automatically.
- This can happen even if the slot is manually powered off

Resolution
- Per PA-5450 Hardware Guide, the NC in slot 1 is logically paired with the DPC in slot 3. Please move the DPC from slot 6 to slot 3 and the issue is resolved. Similarly, an NC in Slot 2 of the appliance is logically paired to a DPC in Slot 4.
