PANOS download failed after preloading into software manager.

Symptom

Downloading PANOS image will start as expected.
When the download reaches 99% and during the process "preloading into software manager" the device will hang.
GUI and CLI will not respond and the user has to unplug the power cords to restart the device.
Disk space is not an issue in this case the command " show system disk-space" confirmed enough free disk space but the issue persist.
Connection to updates.paloaltosuporrt.com was working as expected.
License check worked as expected.
Restarting management plane didn't help.
system reboot didn't help.

Upload the image using the command "scp" help loading the image into software manager, this help uploading the images (In this case the base image and the preferred image) but while installing the preferred image the system shows an error " The required '10.0' base image must be loaded" even when both images are loaded (Base image and preferred image)

To fix this issue install the base image first (in this case 10.0) and restart the device then installed the preferred image,
