PAN-OS upgrade error "Failed to fix rpmdb"

Symptom
- This issue is related to a failure in fixing rpmdb when trying to upgrade to a new PanOS version.
- The same error is seen when attempting to upload the software image manually.

Resolution
Run the following command to fix rpmdb :
> debug swm fix-content-rpmdb
