Objective


How to Repair the Error: Failed to install licenses. Cannot apply a provisioning license feature to an already provisioned device


 


Environment


  • PANOS-8.1.4
  • PA-VM-300
  • Microsoft Azure Host
  •  VM trial licenses with recent purchase of official license
  • During installation of the new license the following error occurs:
Error: Failed to install licenses. Cannot apply a provisioning license feature to an already provisioned device


Procedure


2 possible solutions:

1. Open a Tech Support case to have the VM reset of all licenses on the backend by one of our Support Engineers

or 

2.
  • Deactivate VM and REBOOT
  •  Under CSP, Deactivate License (s) and upload the dact_lic.xxxxxxxx.tok file created
  • After the VM FW comes back, there will be no serial number 
  • Under CSP search for the new auth-code under Add VM-Series Auth-Code and Register VM (using CPUID and UUID) 
  • Under VM FW click on Retrieve license keys from license server
  • VM FW will restart again with the new serial with the new license


Additional Information


Option 1 may be quicker and easier but if that is not applicable to your situation then proceed to option 2.
