QoS Profile on PA-3200s and PA-5200s are not showing correct bandwidth on interfaces

Symptom
The QoS interface statistics do not show correct bandwidth applied.
The QoS interface values on PA-3200s will not go lower than 0.39 Mbps for Guaranteed Egress and 0.78 Mbps for Maximum Egress.
The QoS interface values on PA-5200s will not go lower than 0.468 Mbps for Guaranteed Egress and 0.936 Mbps for Maximum Egress.
Environment
PA-3200 platform and PA-5200 platform
Cause
Essentially, with the hardware on PA-3200 platform, there is a hardcoded minimum of value ~390 Kbps. Similarly ~468 Kbps for PA-5200.
When 0.1 Mbps is configured, it is too low for hardware to apply and 0.39 limitation is put in place.
Resolution
This is hardware limitation and won't be resolved.
The real bandwidth applied can be seen in the QoS interface statistics.
