Answer


The first license on the device has to be a net new license.
**e.g. If the customer renewed the existing PAN-SVC-NFR-820 TO PAN-PA-820-BND-NFR4-R, this is incorrect order which must be RMA'd (return and replace).
Customer/Reseller need to reach out to the orders (email address: orders@paloaltonetworks.com) for a return and replace, and they have to order PAN-PA-820-BND-NFR4 instead. 
Because PAN-PA-820-BND-NFR4 is the first license on the device. (confirmed by Sales Ops Team)

When the net new license expires, you can renew it only with a renewal type of license. 
The device will not accept another net new license upon an original net new license and will show the error: "Failed to install licenses".
Check your Renewal Summary for the license SKU. If the SKU contains the '-RE' ending, it means it is a renewal type of license.
