Software Install fails on Panorama with BrightCloud URL Filtering License

Symptom
An attempt to upgrade Panorama from 9.0.x fails with an error about Bright Cloud License.
Environment
- Any Panorama.
- Upgrade to PAN-OS 9.1.x from Previous PAN-OS versions.
Cause
Brightcloud is no longer supported as a URL Filtering database vendor in PAN-OS 9.1 and later releases.
Resolution
Change from Brightcloud to PAN DB
> set system setting url-database paloaltonetworks
Note: PAN-DB License is not required before you run this command on Panorama. If the issue is seen on a Firewall, then a PAN-DB license is required.
