Error message: "Failed to load into software manager. Please retry" is seen when trying to install downloaded software

Symptom
PAN-OS Download is successful however loading software fails each time with error below.
Details:Successfully downloaded
Preloading into software manager
Error: Decryption Error: Can't open file /etc/swm/keys/panimage-3.0.pass
Error getting password

Failed to load into software manager. Please retry.
Post processing failed. Please retry.
Note: "Available disk space" has been verified and "check now" option has been clicked.
Environment
- PAN-OS 8.0 and 8.1
- Palo Alto Firewall
Resolution
Download the panOS through CLI using the command "request system software download version < >" .
