Device config push fails after upgrade to 9.0.X

• Panorama commit fails after upgrade to 9.0.4, some of the DG commit fails to get pushed to the device and the commit errors out immediately without a valid reason. Some other device group commits works fine. 
• In the below error example, push to devices in DG "Group 1" was failing.
• "Show jobs all" shows commit "Failed" with no reason on Panorama.
• No commit job was sent and started on the end device which was part of DG "Group 1".

1. Choose the DG with the issue, in the case of the example DG "Group 1".
2. Choose the parent DG from where the config was inherited from if applicable.
3. Choose any policy and make any dummy change and click OK.
4. Commit to Panorama.
5. Commit and push config to device.
