What is the Link-monitoring holdover period after a pre-emptive HA state change?
Resolution
There is a 60 second holdover period after a pre-emptive HA state change before link-monitoring will trigger a failover. This is designed to prevent flapping but it can make it seem as if a failover test is taking up to 1 minute to occur:
