Issue
If the device is running BrightCloud and has the BrightCloud specific Global Dynamic URL setting enabled, this setting must be cleared before migrating to PAN-DB.

Resolution
- Go to configuration mode.
- Delete the setting for dynamic URL.
> configure
# delete deviceconfig setting url dynamic-url - Commit the changes and exit to administrator mode.
- Set the URL database to PAN-DB.
> set system setting url-database paloaltonetworks
